PAGE PAGE 29 中国公务员的激励机制研究 摘要:自从1993年我国实行公务员制度以来,公务员在社会中一直处于一个较高的地位,普通民众对公务员也保持着较高的的关注度,这是因为公务员队伍直接影响着各级政府职能的实施,而且公务员工作的努力程度直接影响着各级政府的绩效。中央政府也一直很重视公务员队伍的建设,我国的公务员制度正逐步趋于完善。每年都会有一大批高校毕业生加入到我国的公务员队伍,如何培养,激励公务员就成为政府的一项重要而艰巨的工作。为了提高公务员为人民服务的积极性以及必须的工作胜任能力,进而提高各级政府的行政效率,从而适应市场经济的快速发展和政府改革的逐步深化,这就需要建立一套切实有效的公务员激励机制。历年,众多专家学者对激励机制做了大量的研究,但是这些研究更多的是偏重于企业的激励机制,鲜有学者对公务员的激励机制做过系统的分析研究。所以,努力探索切实有效的公务员激励机制具有十分重要的理论和现实意义。 关键词:公务员激励机制积极性诸暨 The research on the incentive mechanism of civil servants China Abstract: Since the implementation of the civil service system in China in 1993, the civil service has been in a high position in society, the ordinary people of the civil servants also maintained a high degree of concern, this is because the implementation of civil servants directly affects all levels of government functions, and the effort level civil servants work directly affects the performance of all levels of government.
