He believes that with the continuous evolution of the traditional society to the post-traditional society， European society has been legalized to meet the functional needs of the complex society. As the law of ititutionalization and the law of medium， law has played an important role in the integration of modern society. The validity of law is thus manifested in two aspects: legitimacy and legality. The legal paradigm represented by legal paradigm of liberalism and republicanism cannot solve the problem of legitimacy of law. Habermas proposed a legal paradigm of procedural doctrine to meet peoples expectation of legal standardization and the theoretical deficiency of legal paradigm in explaining legitimacy of law in complex society. Habermas legal discoue can be regarded as the concrete application of discoue theory in the legal field.
