PAGE II 工程造价风险防范探讨 --以天津市地铁为例 摘 要 随着城市化水平的不断提高，当前公共基础设施建设正在飞速发展，但是现阶段的施工企业对工程成本的管理还是重点着眼于确定性的造价管理，对于非确定性的那部分造价虽有明确的认知，但缺乏明确并具有实际意义的方法来控制。在投标标价中也只是象征性地记取一定比例的风险费用，并未通过科学的分析风险造价计算风险成本，因此，通过科学的分析方法，解决工程造价的风险问题是非常必要并有客观意义的。 本文旨在以造价管理的思想为基本出发点，重点研究建筑施工企业工程造价风险管理的问题，最终提出解决的策略，为相关企业的工程造价管理提供借鉴。文章首先对相关研究背景进项了阐述，然后对工程造价风险管理相关概念进行论述，接着探讨工程造价风险管理的问题与原因，并提出工程造价风险管理策略，最后结合具体案例，运用工程造价风险管理思想进行分析，找出工程项目造价风险管理中的问题及原因，并提出建议。 关键词：工程造价；风险管理；方法策略  Abstract With the constant improvement of the level of urbanization, the current public infrastructure construction is booming, but the present stage of construction enterprise management of the engineering cost is mainly focus on uncertainty of cost management, for uncertain, though there is a clear cognition of that part of the cost, but the lack of a clear and meaningful way to control. In the bidding price is only a token to remember a percentage of the cost of risk, did not calculate the cost of risk through scientific analysis of the risk cost, therefore, through the analysis of the scientific method, solve the problem of the risk of the project cost is very necessary and objective meaning. The purpose of this paper is to cost management thoughts as the basic starting point, focus on research the problem of construction enterprise project cost risk management, finally puts forward the strategy of engineering cost management to provide reference for the relevant enterprises.
