PAGE PAGE 1 绥江县新型农村社会养老保险发展存在的问题及对策研究 摘要：在党召开十八大的时候，曾经清楚强调过：在二零二零年之前，一定要充分保证完成全面建设小康社会的远大目标。现如今，中国社会保障事业已经得到了持续的发展壮大，这不单单涉及到社会主义制度可以反映出来的优越性以及公平性，甚至还相当于全方位改善人民生活水平的具体反映。从眼下来看，农村人口可以说是在中国依旧存在非常大的比重。因此，重新建立一个农村社会养老保险制度可以算成为中国长期以来保持社会稳定以及健康发展的关键依据。与此同时，也相当于全方位改善农民生活水平的一个关键手段。围绕农村社会来执行养老保险政策，其实涉及到中国超过一半人口量的农村老年人所持有的生活水平，相当于为中国社会和谐发展提供一个主要依据。针对养老保险政策进行一个深入研究，不断优化农村居民的养老方案，不单单可以帮助促进养老保险政策得到普遍认可，而且还可以改善居民的生活水平，从而达到全面建设小康社会的主要目的。 本文以绥江县为样本，调查研究新型农村社会养老保险在基层乡镇的实行情况。结合本人的所掌握的理论知识，科学制定调查问卷问题内容，充分考虑资料的代表性和收集的有效性，以绥江县为典型代表来全面分析新型农村养老保险机制在全国范围内的开展情况，然后说明其中遇到的部分问题，最后针对此提出一些行之有效的解决方案。 关键词：新型农村 养老保险 绥江县 运行机制 Abstract: The 18th National Party Congress explicitly proposed the grand goal of ensuring that the well-off society will be built in an all-round way by 2020. The continuous development and improvement of Chinas social security undertaking are not only related to the embodiment of the fairness and superiority of the socialist system, but they are also true portrayals of improving peoples living standards in an all-round way. At present, the rural population still occupies a large part in our country. Establishing a new type of rural social endowment insurance system is an important cornerstone of the social stability and harmonious development of our country. It is also an important way to comprehensively improve the living standard of peasants. The implementation of the new rural social endowment insurance policy is related to the elderly living standard of rural residents, which accounts for more than half of the population in our country. It is also the basis for the harmonious development of our society. Studying the implementation of the new rural social endowment insurance policy and perfecting the rural residents endowment measures will not only promote the widespread implementation of the new-type rural social endowment insurance policy, but also help to raise peoples living standard and achieve the goal of building a well-off society in an all-round way. In this
