分类号 　学　号 U D C 　　　 　密　级 　 硕 士 学 位 论 文 （专业型） 泰兴市S镇村级财务工作监管问题的研究 XXX 　　　　　　　　　　　　　 指导教师姓名： 申请学位级别：　 硕 士　 　学科专业名称： 公共管理硕士（MPA） 论文提交日期： 　　　　　　 论文答辩日期： 学位授予单位： 学位授予日期： 答辩委员会主席：　　　 　　　 　　2016年2月 　　　  摘 要 本文以S镇村级财务工作的现状出发，着重分析当前村级财务工作中的监管困境及其原因，明确新形势下村级财务监管的主要目标和任务，通过借鉴先进地区村级财务工作监管的实践经验，加强村干部队伍建设，使村级财务监管逐步走向制度化、规范化道路；通过完善与创新村级财务工作的监督体系，建立责任追究机制，规范财务工作，保障村集体经济组织及其成员的合法权益。研究内容包括：总结和归纳国内外村级财务工作的不同模式，通过比较分析查找，发现其思路上的共性，研究相关理论及其与村级财务监管工作的关系，确定总体的研究方向，为后面的研究做好理论基础；进行案例分析，选取S镇真实发生过的具有一定代表性的案例，分析其在各个环节上的监管漏洞，进而得出现行模式下村级财务工作中的监管问题；走访相关群众和专业人员对S镇村级财务监管工作进行问卷调查,通过问题设计以及对调查统计数据的量化分析,找出当前S镇村级财务监管中面临的突出问题,分析其形成原因；针对问题和原因逐一提出对策，结合相关概念和理论基础，以论证对策的有效性。 关键词：村级；财务监管；财务管理 Abstract This paper to present situation of S town village level financial work of this paper focuses on the analysis of the current village financial work of the regulatory difficulties and the reasons for the, clear under the new situation of rural financial regulatory main objectives and tasks, by drawing on the experience of advanced areas of village level financial supervision, strengthen construction of the village cadres, village level financial supervision gradually moving towards the institutionalized, standardization of the road; through the perfection and innovation of village level financial supervision system, the establishment of accountability mechanisms, standardize financial work, safeguard the legitimate rights and interests of the village collective economic organizations and their members.
