A dynamic and developmental value judgment is made that is about the curriculum and professional of ideological and political education work， the goal， the standard and the degree. The purpose is to provide the basis for improving the management of curriculum ideological and political education， so as to continuously improve the level of running a school and the quality of education. Keywords： ideological and political education; evaluation system; ideological and political literacy 1 背景 随着信息技术的发展和社会多元文化的冲击，高职院校思想政治教育自身面临着非常严峻 的挑战，集中表现为思想政治教育提质增效的矛盾，以及“课程思政”评估缺失等问题。目前， “课程思政” 改革仍然处在初始阶段，要增强思想政治教育供给主体的引领力，构建合理的高职 “课程思政” 实施效果評估指标体系势在必行[1] 。2022 年 5 月 28 日，为全面推进高等学校“课程 思政”建设，教育部印发实施《高等学校课程思政建设指导纲要》指出：必须发挥好每门课程 的育人作用，提高高校人材培养质量， 形成科学的课程思政评价标准 。注重“课程思政”建设及 实施成效， 并将其作为学科评估、双高计划、绩效考核等方面的重要内容 。显然，推进高校 “课程思政”建设，全面评价“课程思政” 育人效果已经提上日程[2]。 目前关于“课程思政”育人效果评价体系的研究与实践方面的成果还不多，在中国数字期刊 网和有关图书馆，以“课程思政” 为主题、搜索条件为“精确”“核心”“CSSCI
