摘要
随着我国经济的快速发展，建筑工程规模越来越大，工程建设的日益频繁，从而工程安全事故所造成的人员伤亡、工期拖延、工程费用增加等负面影响也日益受到人们的关注。虽然我国出台了多部有关安全施工管理方面的法律、法规，但是由于工程建设的特殊性，工程建筑行业还是属于事故高发行业。工程事故时有发生，不仅危及了人民的生命，还给国家的财产带来了巨大的损失。
本文以洛阳市中京花园小区项目为例，首先阐述了建筑安全管理的研究背景及研究意义。参考了国内和国外安全施工管理的研究现状；其次以建筑工程安全管理理论为基础，对我国建筑工程施工阶段安全管理系统的研究。从主观因素和客观因素两方面分析了影响建筑施工安全管理的影响，分析了洛阳市中京花园小区施工过程中存在的安全问题。最后对施工过程中存在的安全问题提出了安全管理对策。期望本论文的研究方法和结论能够对我国建筑工程施工安全管理提供借鉴。

Abstract
WiththerapiddevelopmentofChinaseconomy,thescaleofconstructionprojectsisgettingbiggerandbigger,andtheconstructionofprojectsisbecomingmoreandmorefrequent,sothatthenegativeeffectscausedbyengineeringsafetyaccidents,suchascasualties,constructiondelays,andincreasedprojectcosts,havealsoattractedincreasingattention.AlthoughChinahaspromulgatedanumberoflawsandregulationsonsafeconstructionmanagement,duetotheparticularityofengineeringconstruction,theengineeringconstructionindustryisstillanindustrywithahighincidenceofaccidents.Engineeringaccidentsoccurfromtimetotime,notonlyendangeringpeopleslives,butalsobringinghugelossestonationalproperty,whichmakesengineeringsafetyissuesattractpeoplesattention.
TakingtheZhongjingGardenCommunityProjectinLuoyangCityasanexample,thispaperfirstexpoundstheresearchbackgroundandsignificanceofbuildingsafetymanagement.Refertotheresearchstatusofsafeconstructionmanagementathomeandabroad;Secondly,basedonthetheoryofconstructionprojectsafetymanagement,theresearchonthesafetymanagementsystemofChinasconstructionprojectconstructionstageisstudied.Theimpactonthesafetymanagementofbuildingconstructionwasanalyzedfromtheaspectsofsubjectivefactorsandobjectivefactors,andthesafetyproblemsexistingintheconstructionprocessofZhongjingGardenCommunityinLuoyangCitywereanalyzed.Finally,safetymanagementcountermeasuresareproposedfort
