Chapter1GeneralProvisions

Article1

TheseRegulationsareformulatedinaccordancewiththerelevantprovisionsoftheConstitutionandlawsofthePeoplesRepublicofChina,aimingtoensurethequalityofconstructionengineering,safeguardtheinterestsofthestate,society,andindividuals,andpromotethehealthyandorderlydevelopmentoftheconstructionindustry.

Article2

Thequalitymanagementofconstructionengineeringshalladheretothefollowingprinciples:

1.People-oriented,safetyfirst,qualityfirst;

2.Comprehensivemanagement,standardizedoperation,strictsupervision,andcontinuousimprovement;

3.Compliancewithnationalstandardsandrelevanttechnicalspecifications;

4.Faircompetitionandmarketaccessbasedonquality.

Article3

Thefollowingconstructionengineeringactivitiesshallbesubjecttoqualitymanagement:

1.Design,construction,supervision,inspection,acceptance,andmaintenanceofconstructionengineering;

2.Procurementandsupplyofconstructionmaterials,equipment,andproducts;

3.Constructiontechnologyresearchanddevelopment,consulting,andserviceactivities.

Article4

Thestateencouragestheapplicationofadvancedtechnologyandmanagementmethodsinconstructionengineeringqualitymanagement,promotesthedevelopmentofqualitymanagementsystems,andimprovesthequalityofconstructionengineering.

Chapter2QualityManagementSystem

Article5

Constructionenterprisesshallestablishandimplementaqualitymanagementsysteminaccordancewiththerelevantnationalstandardsandtechnicalspecifications,andensurethequalityofconstructionengineeringthroughthesystem.

Article6

Thequalitymanagementsystemofconstructionenterprisesshallincludethefollowingelements:

1.Qualityobjectivesandqualitypolicy;

2.Organizationandresponsibilities;

3.Qualityplanningandimplementation;

4.Qualitycontrolandinspection;

5.Qualityimprovementandtraining.
