AbstractInrecentyears,AI(artificialintelligence)technologyhasdevelopedrapidly.Asoneof

thecoredrivingforces,AIalgorithmshavegraduallyshowngreatpotentialandinfluenceinmany

fields,suchasmedicalcareandfinance.However,whilealgorithmictechnologybringsinnovation

andconvenience,italsoraisesaseriesofcomplexlegalandethicalissues.Inresponsetothese

concerns,governmentshaveintroducedrelevantlawsandregulationstoregulatethedevelopment

andapplicationofalgorithms,andsafeguardthepublicinterestandsocialorder.However,the

currentdomesticandforeignlawsandregulationsshowthecharacteristicsofdecentralizationand

fragmentation,lackofsystematicandcomprehensiveanalysis,whichnotonlyincreasesthe

difficultyofenterprisesinalgorithmcompliance,butalsoaffectsthehealthyandorderly

developmentofalgorithmtechnology.Therefore,thispapersystematicallyandcomprehensively

analyzesthebasicframeworkandcharacteristicsofChinasAIregulations,andfurthercompares

thealgorithmgovernancewithrelevantforeignregulations.Theadvantagesanddisadvantagesare

summarizedtoputforwardtargetedcountermeasuresandsuggestions,whichprovidesvaluable

practicalreferenceforpolicymakersandenterprisemanagers,andjointlypromotesthe

developmentandapplicationofChinasAItechnologies.
