They have been mutually dependent through their history. Any language belongs to the people with their own culture. It is not possible to understand a language fully or to communicate efficiently without the understanding of its culture. English is a language which belongs to English-speaking people who have their own culture. Therefore, it is also so dependent on its culture that it is very essential to lay enough emphasis on the cultural education in English language teaching and learning. After opening to the outside world, more and more foreigners came to China, and more and more Chinese went abroad. Traditionally, English teaching in China is dominated by a teacher-centered, book-centered, grammar translation method and an emphasis on note memory without studies of cultural differences. Therefore in the multi-cultural communication, either abroad or at home, people have realized that without knowledge of cultural differences, language knowledge only makes us speak grammatically but not necessarily in sociolinguistically appropriate terms. We spend so much time, energy and money on learning English but seem gain little. So this thesis tries to find the core of the problem and presents some useful solutions to it. The premise of this paper is that effective communication is more than a mater of language proficiency and that culture proficiency is as important as language proficiency in foreign language learning. The thesis is concerned with the contribution of how to cultivate learners’cultural competence in TEFL. More specifically, some considerations will be given to the why and how to cultivate learners’cultural competence in TEFL. II. A Review of Culture and Cultural Competence A.
