浅析内蒙古地区禁牧令实施难问题的成因与解决对策 摘 要 广阔的内蒙古大草原在许多人心中都是纯净而美丽的，但如今的内蒙古草原由 于长期超载过牧、滥采乱挖、违法征占等自然和人为因素,草原植被遭到严重破坏, 草原生态环境持续恶化,沙尘暴、荒漠化等危害日益加剧,并已成为制约内蒙古社会、 经济可持续发展的主要“瓶颈”。随着风沙天气的增多和人们环保意识的提高，改 善和维护草原生态平衡,实现草地资源的可持续利用成为人们共识。部分草原地区 通过总结实践经验,认为禁牧是恢复草原植被、改善草原生态、促进畜牧业生产方 式转变的重要措施。禁牧制度成为草原保护建设的一项重要制度。但禁令好下，实 施难。 本文对内蒙古地区禁牧的基本情况进行了介绍，通过对禁牧措施的阐述，禁牧 令实施难成因的分析，进而提出了解决禁牧难问题的对策。 关键词： 内蒙古 草原 禁牧 I 浅析内蒙古地区禁牧令实施难问题的成因与解决对策 Abstract The vast grasslands of the Inner Mongolia is pure and beautiful in the minds of many people. and we have heard the poem many cows and sheep wich enjoy their lives under the broad sky in our childhoods. however, the inner mongolia grasslands became degradation and desertification due to peoples over grazing and farming for the pursuit of economy. nowadays, Not only the grasslands lost the ever beauty, but also the ability of the water and soil conservation, which result in a serious Ecological problems. with the growth of the dust wind and the improvment of the sense of the enviroment protection, the protection of our grasslands became our human beings requests. anti-grazing became a hot spot in recent years, which is also a method of the grasslands protection. however, the ban is easy to promulgate, difficult to implementate.
