生态移民区能源利用规划与可行性研究 摘 要 生态移民工程在全国大范围展开，取得了一定的成果，但是，生态移民区 的诸多问题依然广泛存在。如何有效的化解移民区所面对的问题，学者们从人 口控制、劳动力输出、产业发展等不同的角度提出了解决当前移民区可持续发 展问题的措施。 本文选取移民区家庭能源利用角度为着眼点研究。由于移民区特别是西北 的移民区，具有自然条件、生产生活状况、能源利用模式等诸多的相似性的特 点，因而，论文只选取宁夏移民区的小塘村为对象，以期通过对移民区单个村 落中的能源利用规划与可行性的研究，为具有相似性的整个移民区的生产、生 活中能源利用的规划，提供借鉴作用。 文章首先以实地调研为基础，揭示出移民区村落中“收入水平—能源利用 —生态环境”三者之间的关系；其次结合当地自然条件、政策支持等多方情况 对能源利用方式进行规划；再次通过模型模拟、需求预测、生态与社会效益、 成本效益、财务收益等多角度对能源利用规划进行可行性分析；最后对这种能 源规划在移民区特别是西北移民区推广的意义及存在的障碍进行了阐述。 论文力图将能源利用模式转变与生态农业的开发有机的结合起来，从根本 上缓解生态脆弱的移民区开发、利用的压力，同时促进移民区生态环境与生产 生活状况的可持续发展。 关键词：生态移民区 能源规划 可行性研究 Ⅰ 生态移民区能源利用规划与可行性研究 Abstract The project of eco-migration launched in nation wide range for few years, has yielded many good results, but, many questions still widely existed in the eco-migration areas. How to effectively solve questions which the eco-migration areas are facing? The scholars proposed many suggestions from different aspects to solve the eco-migration area’s sustainable development questions. Such as population control, the output of labor force, the industrial development and so on. This thesis selects the aspect of family energy using in eco-migration areas as a point to research. Because the eco-migration areas specially in the northwest, have many similar characteristics, such as the natural condition, the production and living condition, the energy using pattern and so on, thus, this paper selects the Xiaotang village in the Ningxia eco-migration areas as an only case, meanwhile uses this single village’s energy using planning and then does its feasible research, in order to provide the model
