新型农村社会养老保险政策分析 摘 要 在中国这样的农业大国，解决好农村居民养老问题，就等于解决了中国大 部分老年人的基本生活保障问题。2009年9月1 日，国务院印发了《关于开展 新型农村社会养老保险试点的指导意见》，以此为标志，我国的“新农保”试点 工作正式启动。 新农保是我国社会保障体系建设的重要内容，也是我国农村公共政策的重 要组成部分，在社会转型和全面建设小康社会的进程中起着重要作用。该政策 制定的科学性、民主性以及执行的有效性事关重大。过程分析是政策科学研究 的重要方法，它以政策流程为分析脉络，以政策权力塑造、执行和监管为线索， 对政策进行基础性、扫描式分析，是政策科学中较为成熟和常用的分析方法。 在本文中，笔者主要采取公共政策研究中的过程分析方法，结合政策分析的一 般理论，对我国新农保政策的历史沿革、出台背景以及政策制定、执行、评估 等环节进行分析，针对各个环节存在的一些问题，笔者会提出相应的建议。 关键词：新农保； 公共政策； 政策分析 1 新型农村社会养老保险政策分析 Abstract Agriculture plays an important role in China. That means Rural Endowment takes the burden of resolving the majority of Chinese elders’ basic life security. Instruction of the State Council about developing the new-type rural social endowment insurance was released on 1 September 2009 which started the policy-testing process. On one hand, the new-type rural social endowment insurance takes a great importance in the building of China’s social security system; on the other, as an important public policy of rural areas, the new-type rural social endowment insurance could enhance the process of China’s social development. Whether such a public is made in a scientific and democratic way and is implemented effectively weighs. Process analysis is an important research method of policy science which is carried out on the basis of the course of policy life. In this thesis, the writer conducts his research by the way of process analysis combined with other common policy science theory.
