中国对外贸易的能源环境效应分析.pdf

  摘  要  本文利用2002年、2005年和2007年三年的42部门投入产出表数据， 通过投入产出模型及迪氏分解模型分析对外贸易对中国的能源和环境的 影响。在对外贸易中，我国通过产品出口的形式向国外输送大量的隐含能， 同时在国内排放大量的污染物如二氧化碳、二氧化硫和 COD。在分析由贸 易导致的隐含能消耗及隐含污染物排放时，将其增量分解为规模效应、技 术效应和结构效应三种效应，分解结果表明，2002 年至 2007 年对外贸易 导致我国能源消耗和污染排放加剧，其中由于贸易规模扩大产生的规模效 应是促使其加剧的主要原因，技术进步产生的技术效应能有效的抑制环境 资源的过度开发，出口结构调整产生的结构效应在不同时期对不同环境资 源 的影响不一致。三种效应对各部门各种环境资源的影响程度也各有不 同。在此基础上文章还预测了2010年、2015年和2020年由贸易引致的能 源消耗和污染物排放的情况，在基准情景下这些环境资源的消耗呈先下降 后上升的趋势，为了缓解未来的上升趋势，本文还提出了一系列抑制贸易 对中国资源和环境负面影响的建议，例如环境成本内在化、调整进出口产 业结构、加强国际合作和技术创新能力、构建绿色贸易体系等。 关键词：隐含能；隐含碳；隐含硫；隐含 COD；进出口贸易；效应分解； 投入产出模型；迪氏分解模型 1      Abstract  This paper uses the I‐O model and LMDII model to evaluate the impact  international trade made on Chinese energy consumption and environment,  with 2002, 2005 and 2007 I‐O panel data of 42 departments. While we trade  with foreign countries, we may output large amounts of embodied energy and  discharge many kinds of pollutants, such as carbon dioxide, sulfur dioxide and  COD. Trough the I‐O model we get the amounts of embodied energy and  pollutants resulting from trading, and then the increase of embodied energy  and pollutants can be divided into three parts: scale effect, technology effect  and structure effect. From the result we can get the conclusion that trading  contributed to the increase of energy consumption and pollutant emission in  our country obviously. The most important reason for the increase was the  scale effect, which was induced by the expanding trading volume. However,  the technical effect resulting from technology development alleviated this  trend. At the same time the influence from th
