摘 要 随着中国改革的不断深入和社会转型的持续加快，社会各阶层的分化在这段 时期内呈扩大的趋势，弱势群体问题日益凸显。如何维护其正当权益自然成为社 会工作者关注的焦点问题。在现今弱势群体的社会救助中，除了政府和社会干预 以外，媒体尤其是新媒体的介入成为一个重要选项，国内外社会工作研究者更是 将其视为诸多赋权手段的关键。 当下媒体对弱势群体的报道多显现出诸如为弱势群体提供的信息匮乏、弱势 群体被边缘化、丧失话语权等不容忽视的同质化报道问题。本文主要基于传播学 与现代社会工作在“赋权理论”相结合的多维视野，观察人们维权、赋权的有关 案例。进而言之，就是要将当下出现的草根群体之媒介实践纳入赋权理论的分析 框架之中。具体来说，就是思考社会工作者在弱势群体社会救助中运用“媒介赋 权”这一符合时代特征的全新路径上的利与弊；并在探索的过程中，发掘媒介在 社会救助中发挥的功能、整合的各界资源、产生的社会影响以及对媒介在与社会 工作相磨合相嫁接期间生成的不可预估的伦理困境提出客观可行的建议或意见。 这将更好地为社会工作者甚至弱势群体本身开展社会救助，进而从真正意义上实 现弱势群体自我赋权的设想。 关键词：弱势群体；媒介赋权；社会救助 1 Abstract With the deepening of China’s reform and constant acceleration of social transition, differentiation in every level of the society trends to be more serious, and vulnerable groups goes with prominent problems. How to uphold the fair rights of them naturally becomes the focus in social workers. Currently in social assistance to vulnerable groups, medium’s involvement becomes as a very important option, especially the “new medium”, which foreign social researchers regard as the key point to empowerment measures, besides the governmental and social interferences. At present, medium’s reports to vulnerable groups seem to be homogeneous providing short information to the groups, marginalizing the groups and depriving their say. Based on the multi-dimensional views by mixture of communication studies and modern social work in “empowerment theory”, this dissertation will observe the relevant cases of protecting rights and empowerment. Further, we will bring the medium practices in current grass-root group into the analytical frame of empowerment theory.
