摘 要 处于隋、唐两大王朝交替之间的割据政权是特定历史环境的产物。随着唐王 朝的巩固，时间的推移以及封建正统观念的深入人心，有关它们的史料被后人有 意或无意的修改而湮没无闻。而作为割据政权政治生活一部分的政区设置，后继 政权对其更是敏感。以致史书或不记载它们的某些州县置废，或将它们设州治县 记作唐的行为等等，使历史还原的难度加大。本文在郭声波师研究的基础上，通 过对史料的进一步挖掘，对唐初北方主要割据政权的势力区域、州县设置作了较 为系统、深入的研究，基本理清了当时这些政权所含的州县以及地方行政组织的 层级等问题。由此，笔者认为：这些割据政权的政区设置大不相同，有些行郡县 制，有些行州县制。而且，某些较大的政权还设有总管府和行台两级政区。另外， 某些正史记载由唐设置的政区其实是由这些割据政权始置的，且为数不少。以上 这些情况对唐初的政区设置都有较大的影响。 关键词：唐初、割据政权、政区 III Abstract The Locality Separatist Powers ，which is placed in the great Sui and Tang dynasties，is the outcome of particular history environment.
