要 20 世纪90 年代以来，以美国为代表的西方发达国家高科技产业蓬勃发展，而 在此过程中，风险投资扮演了十分重要的角色。在发达国家和一些新兴工业化国 家，政府都为促进风险投资业的发展创造了宽松的外部环境，制定了优惠税收政 策和完 的法律体系，建立了完 的金融证券市场和健全的风险投资组织形式， 为风险投资发展发挥了十分重要的作用。我国风险投资发展己有二十多年的历史， 但一直以来，政策环境都是我国风险投资发展“软肋”。税收优惠，法律法规等方 面的政策相对滞后，在一定程度上制约了风险投资的进一步发展。 本文通过探讨财税与风险投资之间的互动发展关系，分析归纳发达国家促进 风险投资发展的财税政策，及其对我国的启示与借鉴，提出了对风险投资的财税 政策方面改革的框架设想。文章从风险投资的理 概述入手，比较分析了风险投 资发展与政府财税政策的相互关系，分析归纳了美国财税政策促进风险投资业发 展的运作模式，同时对我国风险投资财税政策现状及原因进行了综合剖析，借鉴 国外成功经验，从公共财政的基本理念出发，提出了促进我国风险投资发展的财 税政策支持对策建议。 关键词：风险投资 财税政策 支持 1 Abstract Since the 1990s,the industry of the developed Westen countries standed by the U.S.A has been blooming and risk investment played an important role in this process.In the developed or some newly industies countries ,the governments which played a very important role for the developmeng of the risk investment is to promote creating a relaxed environment for the risk investment,developing a prefeential tax policy and a sound legal system,establishing a sound financial securities market and a sound risk investment forms of orgnization.Though the develop of risk investment has a more than 20 years history in our country,the policy environment has always been the soft rib” of the risk investment in China.Tax incentives ,laws and regulations,and another aspects of the policy of China has lagged behind, which has hampered the further development of the risk investment to a certain. Based on the interaction and development relations between the taxation and the risk investment,the text analyses the axation policies of the developed countries to promote the risk investment and the enlightenment to Chian,puts the risk of investment and taxation policies in the framework of the reform ideas.The article com
