要 农业生产环境相对脆弱，随着南昌市经济不断发展，畜禽养殖、工业排放等 一系列污染问题已经使农村环境日趋恶化，农村地区污染问题变得越来越突出。 因此，加强农村环境管理是当务之急，势在必行。 本文对南昌市农村地区当前存在突出的环境问 进行了调查研究，这些问 包括农村环境污染、水资源危机、垃圾处理、外来生物入侵等。本文通过管理学 中的控制与组织相关理论方法，站在政府管理的层面，从完善管理机制出发，对 上述农村问 进行了分析，并提出了相应的控制管理办法。 农村环境管理是一个长期的工作，需要政府、社会、群众各方面共同努力。 要解决好南昌市 前存在的这些农村环境问题，本文建议，应通过科学的规划环 境功能区划，完善各类法律法规和农村环境检测监督体系，加大各级政府对农村 环境保护基础设施的 入，组建高素质的本土科技人员队伍，开展对农民群众的 技术培训和科普宣传工作，推广新型环保和综合利用技术，调整管理机构内部机 制，实现对南昌市农村环境的高效管理。 关键词：农村环境 管理 控制 组织 体系建设 1 Abstract The environment of agricultural production is relatively fragile, as the economy of Nanchang is developing constantly, animal husbandry cultivated, industry discharge, such as a series of polluting questions make rural environment worsen becoming already, the rural area becomes more and more outstanding to pollute the question. So it is the task of top priority, imperative to strengthen rural environmental management. This thesis has outstanding environmental problem that makes investigations to the rural area of market of Nanchang city at present, these problems including the pollution in rural environment of Nanchang, water resource crisis, garbage disposal, outside biology invading, and etc. Through the relevant theory and methods of the control and organization in management, this thesis analyzes the rural problems, and puts forward corresponding control management by standing on the aspect of management of government and improving the mechanism of management.
