摘 要
普通中学的教育水平制约着全民基础科学文化素质的发展。科技是第一生产
力,提高全民基础科学文化素质对一个国家发展具有非常重要的意义。为此,努
力提高普通中学的教育水平是我国教育事业发展的当务之急。当前我国发展中地
区的普通中学教育水平的提高却受到很多因素的制约,其中最突出的就是:缺乏
行之有效的教师资源管理,这包括考评机制不完善、激励策略不到位、薪酬制度
不健全等各方面的问题,它们已经对上饶市二中的进一步发展制造了瓶颈。本文
在基础教育新课程改革制定和国家中长期教育改革和发展规划纲要即将实施的背
景下,对上饶市第二中学教师人力资源管理进行了调查研究,着眼于整个学校的
教师资源,遵循提出问 、分析问 以及依据学校实际情况并借鉴高校教师资源
管理做法解 问 的基本思路,对上饶市二中教师资源存在问题的现状、成因和
解决办法进行了深入的分析和探讨,力图做到系统综合,标本兼治。

Abstract
The sci-tech and cultural qualities of the masses, determined by a level of
education in middle schools, is essential to the development of our country, since
Science and technology constitute a primary productive force. As a consequence of this,
to make ceaseless efforts to improve the quality of the education level in high schools is
our first imperative during the course of the education development in our country.
However, the enhance of which is being modified by many factors. The most critical
condition is a lack of effective human resources management for teachers , which
includes many factors such as defects in the evaluation mechanism, wrong motivation,
unfair payment, and so on. These defects have already threatened the further
development of Shangrao No.2 Middle School. Under the macroscopic background of
the new course reformation, this essay is conducting investigations and research on
faculty management in our school, laying emphasis on the whole faculty resource,
raising questions gradually, analyzing them as well as solving them following a basic
train of thought based on the actual situation to analysis in detail and have a discussion
about the current situation of the existing faults of our school s faculty resources as well
as the cause and the solution, aiming at achieving system synthesis and
