要 进入21 世纪以来，信息技术更加广泛应用于社会经济、政治、文化等各个领 域，环境的变革和组织的发展对每一个部门都提出了新的挑战。档案部门作为全 社会重要信息资 的保管者和提供者，如何实现从传统档案管理向档案信息化管 理的转变，跟上国家信息化尤其是政府电子政务建设的推进，满足社会发展对档 案信息的需求，形成档案部门不可替代的核心竞争力，是当前和今后很长一段时 间亟待解决的问题。 本文将理论与实践相结合，通过运用战略管理理论和档案信息化管理理论等， 结合国际国内档案信息化发展概况以及江西省档案信息化发展现状，分析了江西 省档案信息化建设工作中存在的问 ，提出从完善基础设施建设、加强档案信息 资 的整合利用、建立健全标准规 体系、加快应用系统建设和优化人才队伍建 设等五个方面推进档案信息化建设，实现档案管理模式从传统的档案实体保管向 以档案实体的数字化信息为主要形式向社会提供服务。 关键词： 档案 信息化 发展战略 1 Abstract Entering the 21st century, information technology is more widely applied in social economic, political and cultural fields, environmental change and organization, the development of each department has proposed a new challenge.
