摘要 由于政府对农村社会保障投入不足，导致农村社会保障存在覆盖范围小、保障功能差、 资金缺乏、社会化程度低等缺陷，无法满足农村村民的需求。在这种情形下，需要在政府 举办的社会保障体系之外寻找其他的保障方式以满足农村村民的需求，而发展农村社区保 障无疑是明智的选择。农村社区保障使政府的社会保障体系与农村社区发展工作密切结 合，相互取长补短，共同担当起保障农村村民生存权与发展权的重任。随着农村社会结构 加快转型和整个社会保障体系的改革，农村社区保障将发挥越来越重要的作用，值得我们 进行深入的探讨与研究。 本文以博白县农村社区保障为实证研究对象，首先归纳出农村社区保障的概念、内涵， 阐述发展农村社区保障的理论依据和现实依据，并概括出农村社区保障的体系框架。然后 对博白县农村社区保障现状进行分析，在肯定博白县农村社区保障取得的成绩的同时，指 出目前博白县农村社区保障发展中存在的主要问题，并客观地从政治、经济、文化等方面 剖析了问题形成的原因。最后，针对博白县农村社区保障中存在的问题及成因，提出了以 下对策:完善农村社区保障基础设施建设、进一步理顺政府和农村社区的关系、从多方面 着手加强农村社区保障工作队伍建设、大力培育和发展农村非政府组织、强化农村村民社 区参与。 关键词：农村社区；农村社区保障；对策 I Abstract As a result of the government’s inadequate investment, the rural social security has a great defect, such as low coverage, poor security function, lack of funds, low degree of socialization and so on. The rural social security can not meet the needs of villagers. Under such circumstances, we must find other ways to meet the needs of villagers from outsides of the social security system. And it is a wise choice to develop the rural community security. Rural community security combines the social security system and the development of rural community closely with each other.
