毕业论文 （20_ _届） 杭州软件外包竞争力研究基于与上海的比较分析 摘 要 全球软件外包业从20世纪80年代开始起步,目前快速增长。由于软件外包业具有附加值高、吸纳就业能力强等特点,以及为推进城市产业结构的调整, 越来越多的城市加入该竞争行列。现在的外包不是成本的外包而是技术和人才的外包。杭州是国内首批国家认定的服务外包基地城市之一，拥有发展服务外包产业的诸多优势资源。但是杭州市在发展软件外包方面也存在一些弱势和问题。 本文在借鉴国际分工理论、价值链理论、国富论的基础上，通过分析杭州软件外包的现状比较杭州市与上海市的资源条件、政府政策方面的差异，得出杭州发展软件外包主要存在专业人才资源缺乏、软件外包企业规模较小、等问题。对于这些问题，杭州市可以从加强软件外包专业人才培养与引进，企业加快开拓国际市场，打造高品质的软件园区等方面着手。 关键词：Abstract Global Software Outsourcing industry beginning from 1980s up to this time growth rapidly . As Software Outsourcing industry have high added value and high absorbing employment ability to promote adjustment of urban industrial structure characteristic, more and more cities join in the contention. Now the Outsourcing is not the Outsourcing of cost but the Outsourcing of technology and talent. Hangzhou is first city assessed by the government as base city of service Outsourcing domestic, has many resource advantages of develop service Outsourcing industry .But in the development of Hangzhou Software Outsourcing also exist some problems. This article based on drawing lessons from international division of labor theory, value chain theory, on the basis of the wealth of nations, through the analysis of current situation of Hangzhou Software Outsourcing enterprise and existing problems and government shortage, compare the Hangzhou and Shanghai’s resource conditions, the differences of government policy to study Hangzhou Software Outsourcing problems and improving method. Know that Hang Zhou software outsourcing mainly existing lacking professionals resources, software outsourcing enterprise almost are small scale and so on. For these phenomena, Hangzhou could strengthen professional talent training and introduction of software outsourcing. Enterprises speed up exploring international market and create high-quality Software Park, pay attention to outsourcing regional brand establishment and promotion.
