毕业论文 （20_ _届） 技术性贸易壁垒对浙江电子信息产品出口的影响及策略 摘 要 浙江电子信息产业发展迅速，其总体规模、产业配套能力、综合投资环境都朝着良好的方向发展。浙江三分之一以上的电子产品都出口到欧、美、东南亚等国际市场，已成为中国重要的电子信息产品制造基地和国际采购基地。在传统的贸易保护手段已不能遏制来自出口国的高新技术产品的情况下，各国出于保护其国内相关产业的考虑，开始广泛使用技术性贸易壁垒。JIS规格等技术性贸易壁垒成为继关税壁垒、非关税壁垒(行政措施)之后的新型贸易壁垒。TBT预警机制，建立与国际接轨的技术法规和标准体系，建立统一规范的产品认证认可体系；其次，行业协会应发挥企业群体代言人的作用，组织TBT的知识宣传、培训和普及工作，组织企业联合行动积极应对TBT；最后，企业应提高技术创新能力，加强对TBT知识的了解，适时调整产品出口经营战略。从而为浙江电子信息产业建立一个良好的发展环境，使其在国际竞争舞台上拥有自己的立足之地。 关键词：Abstract Zhejiang electronic information industry has developed rapidly, the overall level, industrial facilities and comprehensive investment environment have developed in a good direction. More than a third of the electronic products are exported to European and United States, Southeast Asia and other international market, it has become chinas significant electronic information products manufacture base and international purchase base. In traditional trading protection measures have been unable to contain the export of hi-tech products, in order to protect its domestic industries related and extensive use of technical barriers to trade. The technical barriers to trade，such as the two instructions of European Union, Japan and JIS standard which has become the new trade barriers after tariff barrier and non-tariff barriers (Administrative measures).Technical barriers to trade has a twofold influences on zhejiang electronic information products. It promotes the enterprise technical progress to some extent and protects the ecological environment. Besides, it develops the international market and good for authentication system construction. But it has also increased the electronic information products manufacture cost, then weaken the product export competitiveness and impede the export trade of the electronic information products and increases trade friction. It requires better coordination the three parties of the government, industry associations and enterprises. First the government should expedite the construction of information netwo
