PAGE II 毕业论文 （20_ _届） 浙江省利用FDI质量的实证研究 摘 要 自我国实施利用FDI战略至今，引进的外资在一定程度上缓解了国内资金需求的不足，同时也使得社会总需求和总供给在一定的水平上达到了动态平衡，促进了我国技术水平的提高。浙江省自1980年就已经开始引进外资，属于利用外资起步较早的省份。但发展到现在，浙江外商直接投资规模和水平与浙江的总体经济水平还不相称，外资依存度在沿海经济发达省区中属于低水平。来浙江进行投资的跨国公司数量也明显少于上海、江苏、广东、山东等省，致使浙江单项外资规模偏小，未能形成较显著的示范效应和溢出效应。 本文以浙江省为研究对象对利用FDI质量问题进行研究。第一，对利用FDI质量的概念进行了界定。并通过节约资源和保护环境、经济安全和社会稳定、经济效益三个指标，建立了FDI质量评价体系和确定了相应的评价方法。第二，根据浙江省的统计数据以及模糊综合评价方法对FDI质量评价体系进行了实证分析，得出浙江省利用FDI质量处于中等水平。第三，对浙江省利用FDI质量存在的问题及原因，从政府，管理等多角度多层次进行系统的分析。最后，对于浙江省利用FDI质量存在的问题，提出了相应的解决对策和办法，例如发展循环经济、建设节约型社会，提高FDI项目的技术含量等。 关键词：FDI质量；评价体系；循环经济 Abstract Our country implement to use foreign capital strategy until now, introduction foreign capital regardless of the storage quantitys results or increase all achieved certain scale, has to a certain extent made up the domestic call for fund insufficiency, caused the total social demands and supplies in certain level reaches the dynamical equilibrium, promoted the technical level and the management level enhancement, continued the fast healthy development positive function to the national economy. First, has limited the use FDI quality concept, through saves the resources and the protection environment, the economic security and social stability, the economic efficiency three targets, has established the foreign capital quality appraisal system and has determined the corresponding assessment method; Next, has carried on the diagnosis analysis according to Zhejiangs statistical data and the fuzzy quality synthetic evaluation method to the FDI quality appraisal system, obtains Zhejiang to medium level use the FDI quality the conclusion; Then, Zhejiang use FDI quality existence question and reason, from multiple perspectives and on government, police, management has carried on the system analysis.
