中文摘要：文化作为国家软实力的重要组成部分，在冷战后引起普遍关注，文 化外交也进入了兴盛时代。新加坡独立以来外交成果显著，有“小国大外交”的 美誉，文化外交作为外交的有效形式之一，在新加坡的外交战略中发挥着特殊的 意义。新加坡从建国初期的“文化沙漠”，发展成为一个文化性的国际大都市， 新加坡的文化建设和文化外交政策都经历一些的变化。本文以文化——软实力的 主旨为切入点，以文化资本理论、软权力、建构主义等理论为基础，研究新加坡 的文化外交，探讨后发国家在不同的发展阶段应该如何应用文化外交，并使之与 其他形式的外交相结合，更好地促进国家利益。 文章共分为三部分。第一部分为导论，概述了本文的选题意义、国内研究研 究现状和研究方法。第二部分为正文，共三章：第一章对文化和文化外交进行概 念的进行界定，并就文化外交的特点功能和发展演变进行简要的阐述；第二章， 着力研究新加坡文化外交开展的背景和准备条件，这些条件包括文化基础、背景 原因和新加坡为此进行的文化建设，然后对新加坡文化外交的开展情况进行了分 析；第三章通过分析文化外交在新加坡的外交战略中地位的演变，探讨新加坡文 化外交所得取得成效与面临的挑战。最后一部分是文章结语，阐述本文结论、进 一步思考和不足之处。 关键字：文化、文化外交、软实力、新加坡 I 英文摘要: After the Cold War, culture, as a significant part of soft power, has enhanced its position in the international relations; cultural diplomacy has come into a flourishing age. Since its independence, Singapore has achieved notable achievements in its diplomacy, making it “a small country, big diplomacy”. Cultural diplomacy is an effective form of Singapore’s diplomacy and has special significance in its diplomatic strategy. From a “cultural desert” at the country’s infancy to a cultural and international metropolis, Singapore’s cultural construction and cultural diplomacy have gone through a series of transformations. This thesis will apply such theories as concerning cultural capital, soft power and constructivism to explore Singapore’s cultural diplomacy, with the relationship between cultural diplomacy and diplomatic strategy as a pointcut. It aims to investigate how the newcoming countries should apply cultural diplomacy at different development stages so that cultural diplomacy can integrate with the other forms of diplomacy to better promote the national interest.
