安徽省医疗卫生资源配置的公平性分析 劳动与社会保障叶庆军 089124151指导教师：汪伟讲师 摘要 ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ 装 ┊ ┊ ┊ ┊ ┊ 订 ┊ ┊ ┊ ┊ ┊ 线 ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ 医疗卫生资源的公平配置是我国建设和谐社会的重要内容之一，在当前国际竞争 日益激烈的情势下，如何合理分配与有效利用稀缺的卫生资源，提高其配置的公平性， 是各国普遍关注的重要战略课题。对于安徽省医疗卫生资源配置的公平性问题，本文 主要采用定性研究与定量研究相结合的研究方法，利用 2011年安徽省统计年鉴的相 关数据资料，先通过用洛伦茨曲线和基尼系数的测定方法研究了安徽省医疗卫生资源 在各个城市间配置的总体情况，然后又对城乡间医疗卫生资源配置的差异情况进行了 研究，发现其中存在的一些主要问题，并分析医疗卫生资源配置存在不公平的主要原 因。从而探讨安徽省医疗卫生资源公平配置的举措，为进一步实施区域卫生规划、促 进卫生行业的公平发展提供科学依据。 关键词：卫生资源配置公平性区域差异 Abstract equity allocation of medical and health resources is an important part of building a harmonious society in China, in the increasingly competitive international situation, how to reasonable distribution and effective use of scarce health resources, improve the fairness of its configuration, is a common concern to countries important strategic issue. The issue of fairness for health resource allocation in Anhui Province, with a combination of qualitative and quantitative research methods, the use of the data of the 2011 Statistical Yearbook of Anhui Province, the first by using the Lorenz curve and Gini coefficient of determination study the configuration of the overall situation of Anhui Province health care resources between the various cities, and then studied the medical and health resources between urban and rural differences and found that some of the major problems there, and analysis of health resource allocation unfair the main reason.
