我国电力产业规制与改革研究
摘 要
本文根据自然垄断产业规制的基本理论，结合西方发达国家电力规制改革的实践
经验，运用了实证分析和规范分析相结合的方法对我国电力产业的规制问题进行了研
究。通过对发电输电配电和售电各个环节进行研究，得出了我国发电市场的市场集中
度和动态HHI指数，对我国发电市场结构的现状进行评价，最后提出了我国电力产业
规制改革的框架方案。
