建国后来华留学生教育政策分析 摘 要 本研究以来华留学生教育政策为研究对象，以我国政治、经济、 外交等发展状况为研究背景，分别从政策价值取向判定、主要政策特 征分析、政策评价三个方面，对建国后来华留学生教育政策的发展历 程进行了回顾和反思。 本文首先对研究所涉及的“来华留学生”、“来华留学生教育政 策”、 政策分析”等主要概念进行了分析和界定。然后通过文献查阅 和分析，选取了综合时间和内容两个维度，融合政策价值取向、政策 主要特征、政策评价三个方面的政策分析框架。在此分析框架下，分 别从来华留学生教育发展的三个阶段，即政治主导时期（1949－1977 年）、改革探索时期（1978－1989 年）、走向开放和规范时期（1990 年至今），对来华留学生教育政策的历史演变进行了综合分析。从中 可以看出：来华留学生教育政策服务于国家战略，其价值取向经历了 “履行国际主义义务，为友好国家培养专门人才”，到“推进留学生 互换，以培养我国亟需建设人才、促进社会开放”，再到“促进高校 的国际交流与合作”的演变过程。在这一价值取向的引导下，来华留 学生教育政策的内容不断丰富和完善。基于上述成果，文章最后结合 当今时代背景和我国发展战略，对来华留学生教育政策的价值取向和 内容进行了展望。 关键词：来华留学生，教育政策，分析与评价 AN ANALYSIS ON CHINA’S EDUCATION POLICY FOR INBOUND INTERNATIONAL STUDENTS SINCE 1949 ABSTRACT Based on the development conditions of China in politics, economy and international relations, the thesis is focused on some important policy texts about inbound international students education of China, and conducted educational policy analysis from the view of value orientation, main content and characteristics, policy evaluation, thus made a comprehensive review and reconsideration on the long development process of China‘s inbound international students education. Firstly, the researcher analyzed and defined the main concepts involved, such as “international students ”, “educational policy”, ”policy analysis”. Through text and literature research and analysis, the writer then built the policy analysis structure which combined the two dimensions of time and content, and refereed to the three aspects of value orientation, main content and characteristics, policy evaluation. In the policy analysis structure, the process of time was divided into three stages, namely the period dominated by politics (1949~1977), period of junior reform and open (1978~1989), and the period of standardization and further reform and open (1990 until now), and policy analysis was implemented thoroughly in each period.
