摘  要  摘 要 本文写作的目的是分析中国二元制户籍制度形成的原因，以便寻求阻碍当代户籍制 度的改革的最主要因素，以及怎样做才能加快户籍制度的改革速度，阐述户籍制度改革 的目标是什么。论文从历史、经济、体制制度和社会四个角度来分析中国二元制户籍制 度的形成原因。历史原因，中国的户籍制度古已有之且源远流长，古代户籍制度主要是 作为管理人口和征收赋税的工具使用，新中国成立后政府同样也选择了户籍制度作为管 理人口的工具。经济原因，新中国建立在一穷二白的基础之上，选择优先发展重工业的 经济战略在当时来看是最为合适的。体制制度原因，优先发展重工业必须用计划经济体 制作保障。社会原因，在计划经济体制下农民的生存环境并不好，加上天灾人祸和对城 市生活的向往，使得大量的农村人口盲目流向城市。中国的二元制户籍制度在政府应对 政策中应运而生。 关键词 二元制   户籍制度   形成原因 I Abstract Abstract This paper is to analyze the purpose of writing Chinese dual system formation cause of household registration system, so as to seek to obstruct the reform of contemporary household registration system, the main factors, and how to do to accelerate the reform of household registration system, expounds the household registration system speed.
