高新区建设和管理中的政府角色定位研究.pdf

摘 要 高新区在新经济时代发挥着越来越重要的作用。我国现有国家级高新区53 个， 虽不能与世界一流高新区相比，也取得了令人瞩目的成绩。但不少高新区步履维艰， 甚至名存实亡也是不争的事实。其主要原因之一是各级政府角色定位不当，导致政 府经济职能发挥失常，影响了高新区的健康和可持续发展。因此，研究政府角色在 高新区建设与管理中的合理定位具有深远的理论和现实意义。 本论文将在已有研究基础上，采取比较研究和案例研究的方法，拟对这一问题 作比较系统和深入地研究，以阐明我国政府在高新区建设与管理中的角色定位问题。 首先，概述了学术界关于高新区管理的研究现状，然后从政府角色出发，阐述政府 角色定位对于高新区建设的意义，随后对有代表性的硅谷、筑波、新竹三个高新区 的政府角色定位情况及发展状况进行比较研究。在此基础上，根据我国高新区建设 和发展所取得的成就和面临的困境，分析我国政府的角色定位失当和不合理的行政 干预。通过上述研究，论文认为：政府在高新区建设与管理中应当定位于廉价、有 限、有效、能干的角色。最后，本文以中关村高科技园区为例，采用案例研究的方 式，论述了中央政府及北京市政府的角色定位情况，以支持本论文的结论。 关键词： 高新区 政府角色 定位 III Abstract The Hi-tech Park is playing a more and more important role in the new economic era. There are 53 national-level Hi-tech Parks in China, though incomparable with the top-level Hi-tech Parks, which obtained remarkable achievements in the past. But it is an indisputable fact that many Hi-tech Parks have difficulties. The major cause is the improper orientation of the government role, which led to the abnormal performance of economic function of government, and affected the sound and continuable development of the Hi-tech Parks. So it is of far-reaching theoretical and practical significance to study the rational orientation of the government role in the construction and management of the Hi-tech Parks. In order to illustrate the orientation problem of the government role, on the basis of previous studies, this paper, which takes comparative research and case research method, makes systematical and thorough study on it.
