: 根据我国南方某地区小煤矿 3 a 多的事故资料, 按时间序列和事故类型详细分析了地方
小煤矿事故 生的时间特征和事故类型特征, 主要表现为春末夏季事故频 , 顶板事故严重瓦
斯灾害危害大运输事故和其他事故不容忽视等. 现场调查 现, 经济利益驱动是地方小煤矿事
故频 的原始诱因, 人的不安全行为, 包括管理因素和职工因素等是小煤矿事故频 的直接原
因, 自然条件技术/装备水平等物的不安全状态是地方小煤矿事故频 的间接原因, 并以此建
立了适合小煤矿事故分析的三元致因模型. 通过准入条件矿井技术 /装备水平监督管理教
育培训事故惩罚等构建了小煤矿事故预防保障体系, 突出了地方小煤矿安全生产过程中的内外
部科学管理的重要性.
