省级国有资产管理模式的研究.doc

摘  要  省级国有资产管理模式是整个国有资产管理模式的重要组成部分，国有企业 的改革作为国有资产管理模式改革的中心环节，是整个改革中的攻坚之战。党的 十六大报告中明确提出构建省级国有资产管理模式的原则以及方向，目前各省级 国有资产管理模式框架已初步建立，但是由于省级国有资产管理模式中各委托代 理主体职责定位并不明确，导致国有资产管理仍存在诸多问题，值得研究与讨论。 一种有效的国有资产管理模式构建，必须考虑国家模式改革的基本要求和国 内改革的实践经验，除此之外，更应该注重对当地社会经济、国有资产现状以及 其它影响因素的研究。本文选择就地方政府如何选择国有资产管理及营运模式问 题，采取定性分析与定量分析相结合的方式，着重对当地的国有资产管理现状以 及影响决策的诸多因素进行分析研究和评价，探寻选择地方国有资产管理及营运 模式的方法。 对省级国有资产管理运行现状进行实证分析，分析当前省级地方国资管理模 式运行中存在的问题及根源，借鉴国内外国有资产管理模式的经验结合产权理论 和委托代理理论提出三种方案，运用层次分析法进行最优模式选择，为进一步优 化省级地方国资管理模式提出政策建议。 关键词：公司治理；委托—代理理论；产权理论；国有资产管理模式 I Abstract Provincial state-owned assets management system is an important part of the state-owned assets management system, and the success of provincial state-owned assets management system reform is very important to the whole success of the state-owned assets management system. Party Congress report clearly established the principle and direction of state-owned assets management system .New state-owned assets managerial framework has been initially established, but the unclear responsibilities of principal-agent in provincial state-owned assets management system caused lots of problems. An efficient state-owned asset management system needs to consider the basic requirements and the practical experience of state’s reform at national. In addition, the more attention should be paid to the local social economic status, state-owned assets and other factors. This paper discusses how to choose the state-owned assets management system and operation system by means of qualitative analysis and quantitative analysis, focuses on analysis and evaluation of the local state-owned asset management and influence factors of the decision. Finally the author attempts to explore local state-owned asset management and operation approach. This thesis attempts to do empirical research for the status of state-owned assets management and analyze the problems of current local state-owned assets management mode.
