·基本药物论坛· 国外基本药物遴选的成功经验及其对我国的启示 ＊ 孙利华 ，孙 倩，刘江秋（沈阳药科大学工商管理学院，沈阳市 110016） 中图分类号 R95 文献标识码 C 文章编号 1001-0408（2010）48-4513-04 摘 要 目的：为我国基本药物相关决策提供参考，促进基本药物制度的推进与落实。方法：分析我国基本药物遴选环节中存在 的主要问题，研究可供我国借鉴和参考的WHO 、泰国、澳大利亚在这些方面的成功经验。结果：我国基本药物的遴选存在依据欠 充分、基本药物目录调整缺乏灵活性、遴选程序透明度不够等主要问题。结论：建议分两阶段完善我国基本药物遴选，近期措施： 优化已有遴选程序，即量化基本药物遴选原则，使专家遴选“有法可依”；完善基本药物目录调整机制，综合考虑各方面因素，提高 遴选透明度，增进公众参与度。远期措施：全面建立基本药物循证评价系统和基本药物经济学评价数据库，在筛选的基础上结合 专家经验遴选基本药物。 关键词 基本药物；遴选；国外经验；措施 Successful Experience of the Selection of Essential Drugs in Foreign Country and Its Inspiration to China SUN Li-hua ，SUN Qian ，LIU Jiang-qiu （School of Business Administration ，Shenyang Pharmaceutical Universi- ty ，Shenyang 110016，China ） ABSTRACT OBJECTIVE ：To provide references for decision-making on essential drugs ，and to promote the advancement and implementation of Essential Drugs System in China. METHODS ：Main problems on the selection of essential drugs in China were analyzed as well as the successful experience of WHO ，Thailand and Australia. RESULTS ：There are several major problems ，such as inadequate reasons of selection ，lack of flexibility to adjust Essential Drugs List and failure to transparency of selection process in China. CONCLUSIONS ：An advice that aims to improve the selection of essential drugs in 2 stages is proposed——Recent mea- sures ：optimize the existing selection process ，which means quantify the principles of essential drugs selection ，in order to select drugs by experts in line with “laws to go by”，improve the adjustment mechanism of Essential Drugs List ，consider every aspect comprehensively ，increase the transparency of selection and promote public participation ；Long-term measures ：an evidence-based evaluation system and economic evaluation database of essential drugs should be established in full-scale ，essential drugs selection should be proce
