摘 要： 目的： 探讨国家基本药物制度实施在使用环节面临的主要挑战， 提出解决的思路与建议。 方法： 从基本药物
“零差率销售” 和基本药物在医疗机构的使用两方面分析， 指出现阶段基本药物制度实施在使用环节面临的主要挑战。 结果与
结论： 加快立法， 确定基本药物的法律地位； 完善补偿机制， 确保基本药物 “零差率销售”； 促进基本药物合理应用， 规范医
务人员处方行为； 加强基本药物信息宣传。

Abstract ： Objective ： To explore the main challenges country essential drugs regime implementation in use, and to propose the
solutions and suggestions. Methods ： Through analyzing the two aspects of essential drugs “zero rate sales ” and essential drugs in
the medical sector, major challenges of essential drugs regime in use is pionted out. Result and Conclusion ： Through speeding up the
legislative, the legal status of essential drugs should be determined; through improving the compensation mechanism, the essential drugs
“lingchalv sales ”should be ensured; the sales of essential drugs for proper application be promated and the behavior of medical person-
nel beregulated; the essential drugs information be strengthened.
