体制转型过程中的国有资产流失 ——形式、成因及对策 摘要 国有资产在中国的经济和社会发展中具有至关重要的作用。然而，改革开放 以来，尤其是近年来体制改革深化过程中，国有资产出现大量流失的现象，危害 很大，成为社会普遍关注的问题。近几年来，在强调加强国有资产管理、防止流 失的同时，国有资产流失不仅没有得到有效的减缓和遏制，反而有愈演愈烈的趋 势，这一现象引起我们对这一问题深层次的思考。鉴于经营性国有资产是国有资 产中最重要、最活跃的部分，是国有资产增量不断扩大的基础，也是国有资产管 理的重点对象，本文主要针对经营性国有资产流失进行分析。 我国是以公有制为主体的社会主义国家，维护国有资产的完整性和统一性， 促进和保障国有经济的持续发展和不断壮大，是我们的共同要求和普遍期待。因 此，防止国有资产流失已刻不容缓，在市场条件下，如何有效地保护和高效地运 营国有资产，成为重大理论课题。 本文主要从下面几个方面进行阐述：首先分析了国有企业产权制度改革与国 有资产流失的关系，界定了产权、产权制度、国有企业、国有企业产权制度改革、 国有资产、国有资产流失的内涵；其次详细分析了国有资产流失的严重现状，总 结新形势下国有资产流失的形式；接着分析了国有资产流失的原因，主要从国有 资产所有权主体不明晰，国有资产委托代理体制不完善，国有资产监管体制不健 全几个方面进行论述。最后提出了治理国有资产流失的对策，构建了认真清产核 资、建立国有资产管理新体制、进行国有资产结构性调整的完整体系的基础上， 在从加强对国有企业经营者的激励与约束和进行其他配套改革方面展开研究，为 防止与治理国有资产流失提供思路与建议。 关键词：体制转型，国有资产，国有资产流失，产权 Study on the Form, Cause and Countermeasure of Loss of State-owned Assets in Institutional transformation ABSTRACT State-owned assets in Chinas economic and social development are essential. However, since the reform and opening up, a huge loss of state-owned assets appeared which is very harmful as a community-concerned issue. In recent years, while we are placing the emphasis on strengthening the management of state-owned assets from been lost, the loss of state-owned assets has not been slowed down and contained, but has become more and more serious. This phenomenon made us to take deep-seated thought of the problem. The operational state-owned assets are the most important and most active part of the state-owned assets. It is the basis of expanding increment, as well as the focus of state-owned assets management. The author primarily analyses the operational loss of state-owned assets. Our country is a socialism country which protects the integrity and unification of state-owned assets.
