摘 要 伴随着我国经济的迅猛发展，越来越多的农民开始走进城市，在城市建设的 宏伟大业中发挥越来越重要的作用，他们已经成为推动我国经济发展的重要力 量，但是，他们没有相对稳定的工作，没有固定的经济来源和生活保障，这部分 群体我们称之为无固定收入的城镇居民，目前他们的数量已经达到了2 亿，并且 保持着持续增长的趋势。 然而，由于我国社会保障体系的不完善，无固定收入的城镇居民群体“看病 贵、看病难” 的问题显得尤为突出。近年来，政府已经意识到解决无固定收入的 城镇居民医疗问题的重要性和迫切性，也相继出台了一些政策来解决无固定收入 的城镇居民医疗问题，并对无固定收入的城镇居民医疗保险问题进行了研究，但 这并没有使问题得到根本和有效的解决。现阶段，完善医疗保险制度、保障无固 定收入城镇居民的基本健康对推动和谐社会的建设具有重大的理论意义与实践 意义。 本文运用理论分析和实证分析的方法，以医疗保险相关基础理论为指导，针 对我国无固定收入的城镇居民医疗保险现状和存在问题，结合此类人群的发展趋 势和现有的医疗保险体系，从制度环境优化方面提出了完善无固定收入城镇居民 医疗保险制度的措施。希望本文的研究对促进无固定收入城镇居民的健康，推动 我国全民参保目标的实现有所裨益。 关键词：城镇居民 医疗保险 无固定收入 ABSTRACT Along with the rapid development of Chinas economy, more and more farmers into the city, plays an increasingly important role in the great cause of urban construction, has become an important force in promoting Chinas economic development, however, they do not have relatively stable job, there is no fixed source of income and livelihood security, this part of the group we call the non-fixed income urban residents, their number has reached two hundred million, and maintained a sustained growth trend. However, due to the shortfalls in China’s social security system, the problem of “expensive medical bills and difficult access to quality medical services” is especially prominent in such a community. So far, the interests of the great majority of town residents without fixed income are frequently infringed and they are still excluded in the social security system and in urgent need of medical security.
