摘 要 农村人口作为社会主义新农村建设的主体，已成为影响新农村建设的主要因素， 因此解决农村人口问题是我国农村存在和发展的根本问题。虽然我国采取了计划生育 政策，中国的出生率持续下降，但政府用稳定低出生率水平作为人口控制的主要手段， 依然解决不了年龄结构老龄化、性别结构失衡等问题，人口结构问题日益凸显并逐渐 已成为影响我国经济的重要问题。人口结构问题已经逐渐的成为21 世纪中国人口的 核心问题。农村人口问题又是中国最根本的人口问题，所以，农村人口结构问题对我 国人口的长期发展也有直接的关系，且关系到我国经济社的可持续发展，甚至影响到 整个人类社会的存在与发展。 包头市土默特右旗地处呼和浩特市、包头和鄂尔多斯“金三角”腹地，农业人口占 到全部人口的84.1% 。男女性别比为 109：100，全旗60 岁以上老人占总人口的比重 13.5%，特别是农村人口结构的不合理已经严重制约了当地经济的发展。 本文主要利用实证与规范相结合的方法考察了包头市土右旗农村人口男女比例、 文化程度、年龄、劳动力现状，并在此基础上分析了其对当地经济的重要影响，最后 提出了相应的政策建议。 具体而言，第一章主要阐明了研究的背景和目的，并在国内外研究的基础上提出 了本文研究的主要内容分及重点难点以及研究方法。 第二章对农村人口结构理论进行了阐述，并对农村人口结构的概念进行了界定， 指出了影响农村人口结构变动的主要因素，包括自然因素、社会因素等。 第三章对包头市土默特右旗的情况进行了介绍，从历史的、现实的角度的考察了 当地人口结构的变动，并进一步剖析了当地的就业结构、收入结构和消费结构。 第四章主要阐述了土默特右旗的人口结构存在的问题及其对当地经济的影响，结 果是当地人口结构的不合理已严重制约了当地经济的发展。 第五章对针对土默特右旗人口结构存在的问题从经济、思想、政策上提出了相应 的建议。 第六章提出了本文的最终结论即农村人口结构对当地经济影响深远。 关键词：土默特右旗；人口结构；经济影响 Study on impact of rural population structure change to the local economic development in TuMoTe of baotou Abstract Rural population as the main body of the new socialist countryside construction, has become a major factor in the new rural construction, the rural population is the fundamental problem of the existence and development of Chinas rural areas.
