2 A Research on the Management System and Operational Mechanism in Anhui Technical College of Industry Economy ABSTRACT The development of the higher vocational education is an urgent need for the development of our China’s economy and society. The higher vocational education (hereinafter referred to as the HVE), as a new type of higher education, is taking a heavy responsibility for the raise of thousands of talents with high quality and ability of technical application, and the construction of the new education administration system simultaneously, which become one of important tasks in the development of the HVE. In the last few years, Anhui Technical College of Industry Economy(AHIEC), sticking to scientific outlook on development as its instruction, has initially established an effective and open management system and operational mechanism in order, which promotes the college’s comprehensive and harmonious development in the aspect of scale, quality, structure and benefit as well. However, AHIEC, like other higher vocational colleges, also exsits lots of problems and insufficiency in the aspect of management system and operational mechanism and general affairs management. Therefore, the study of management system and operational mechanism in AHIEC has both practical significance and objective request to its scientific development. This thesis first elaborates the research background, and analyzes its reform theory of management system and operational mechanism in colleges based on management and economy science; then introduces the contrast of management and current situation between overseas HVE and that at home; and summarizes the basic management and the current situation of its movement in the overseas HVE as well as its experience and enlightenment to the development of our China’s HVE, and a brief summary of education administration and a classification of management pattern in our China’s HVE are also made.
