Abstract The World Trade Organization(WTO)is a／1 intematinal organization which ad． ministrates the trade policies among different countries and regions，and is the legislative and organizational foundation of multilateral trade system．China has been applying for entering WTO，since 1986，and after the enormous efforts of 1 3 years，China and the United States have concluded t11e bilateral agreement on China entering WTO on Noven— ber 15，1999，which cleared away the largest impediment to WTO．Such means that with the economic globalization，Chinese economy would be integrated into international eco— nomic development in a large extent．Entering WTO would bring China not only unpree- edented opportunities but also rigorous challenges．The thesis tries to produce references and enlightenments for China entering WTO，through the analysis of Japanese policy regulation on foreign trade prior to and after entering WTO． 7Fhe thesis is divided into three pans．The first pan introduces Japanese policy regulation and evolution on the foreign trade prior to and after entering WTO．The fun— darnental target of Japanese foreign trade policy in this period is to urge export and limit import．That is to guarantee proper import and promote the export．The second part analysis the merits of the Japanese foreign trade policies prior to and after entering WFO．It analyses its successful practices including the followings：a full government function of nlacm regulation and administration protecting t11e domestic market under the open policy；pursueing a policy of industry—fostering and constructional readjustment； emphasizing the import of technology as well as the trade of technology．The third pan analyses the development of the Chinese foreign trade and the circumstances it faces， and furtherly proposes the fundamental strategy of the readjustment of our country’S for— eign trade policy，through the analysis of Japanese practice：that is to take effective mea— sures to promote export and to protect pro
