Abstract
With the development of communication，Information Industry has become a
very im!bortant part to stimulate economic expansion．As a developing country,China
should pay more attention to the development of Information Industry．This thesis
focuses on Chinese comparative advantages of Information Industry and what
measures should be taken to make full use of these advantages．
This thesis includes five chapters．
Chapter one analyzes the content and characteristics of Information Industry
briefly．This chapter is helpful to set forth the main standpoints．
Chapter two describes the development of comparative advantages theory and
lays a theoretical foandation to the whole paper．
Chapter three combines the facts in Chinese Information Industry with the theory
to analyze comparative advantages by use of the statistics and diagrams．
Chapter four puts forward some important means to stimulate the development
of Intbrmation Industry in China effectively in the light of the factors analyzed in the
last chapter．
Chapter five indicates two significant questions which have bearing on the
development of Chinese Information Industry．First one．the positive function of the
demand in Chinese market；Second one，the relation between traditional industry．and
Information Industry．
This thesis pays close attention to the function of“two market．two resources’’in
the course of the analysis．

信息产业被公认为是21世纪的朝阳产业，市场前景十分广阔，因此成为各
国政府关注的焦点。一般说来，信息产业的技术、知识密集度比较高。那么，
在中国这样的资金和技术还不占优势的发展中国家，应该如何发展信息产业?
在2000年信息产业国际论坛上，我国信息产业部副部长曲维枝在提出我国
信息产业发展六大战略时，第一条就提出了，“遵循有所为，有所不为的发展策
略”。具体而言，世界经济的全球化趋势，使信息产业的国际化分工与协作成为
必然，中国没有必要在所有领域全面出击，必须根据国家的根本利益、市场优
势、文化背景以及经济技术实力来考虑产业发展的重点布局。所以本文将用比
较优势理论全面分析我国信息技术产业的发展。
第一章信息产业的界定
信息产业的发展，关键在于信息的传递。由于各种传递手段的出现和发展，
使信息产业成了一个具有重要影响的新兴产业。
最早出现的信息传递手段是信件，与之相应发展起来的有邮政行业、印刷
业、运输业等。后来，到了19世纪，发明了电报和电话，信息的传递更加快捷，
使人类进入了电信时代。在这一时期，报纸、通讯、广播、广告、杂志等，也
迅速发展起来。信息在人类社会生活中的作用已明显地增多、增大了。
战后，特别是近二三十年来，是信息产业真正
