ABSTRACT Witll the development of urbanization and industrialization in China,large number of rural migrant workers，college graduates and citizenship of suburbanites gradually form a large scale new townspeople groups and lots of new-citizen type urban communities．The current service situation，requirements and development tendency of new-citizen community have significant different with the existing mature community．However，at present the investigation of new-citizen community services is less，and the theoretical basis for new-citizen community development is insufficient． The specific research work include：(1)combing the literature of new citizens， community service development and public management，etc．and analyzing the relative theory in new-citizen community service；(2)investigating the community services situation in B Street of Hangzhou where the new-citizen communities are more concentrated and analyzing the restricting factors of development by the questionnaire survey method；(3) providing the approaches to improve the new·citizen community service The characteristics of new-citizen community in this study：(1)the main part of residents are rural migrant workers，the land-requisitioned farmers in suburbanites，and college graduates who are younger man and from rural areas；(2)The location of community is relatively far away from the downtown area；(3)community function is incomplete；(4) community establish in late．The new—citizen community service shows the different characteristics with the existing mature community for the reasons of maj ority residents， established time，development and evolution environment．And also，the community service requirements are different．Service satisfactions of 9 new-citizen community are significantly lower than 5 existing mature community by the investigation．It shows there are many gaps in total service quality between new-citizen community and the existing mature community．The investigation includes 8 aspects： residential autono
