摘　　要 信息化是继工业化之后世界经济的又一场革命，是当今世界经济和社会发展的大趋势。随着人类向信息社会的迈进，政府管理活动也正受着经济全球化和信息网络化的深刻影响，于是电子政务[1]伴随着信息化进程应运而生，而且正在不断的发展和逐步的完善。 大连市旅游局为加强内部办公效率，在网络上展示大连市旅游[2]风采，参照同行对电子政务系统做出了规划设计，目标建立网络办公自动化系统和门户网站平台，在此背景下开发实现了旅游电子政务系统。在建设该系统时，在功能上分为对内和对外两大功能，并且这两大功能实现无缝结合。 本系统结合大连市旅游局的实际情况，对电子政务系统进行了研究与开发工作。为便于软件开发与维护，分离了数据的控制和数据的表现，同时采用MVC[3]模式对系统进行了设计，以适应越来越复杂的多层Web应用系统的设计需求。 本系统将信息管理与办公自动化管理进行了有机结合，由此政府能有效地管理信息。同时保证了用户能够及时、方便地获得信息并进行交流，从而提升了政府的工作效率和竞争力，满足了现代政府机构管理的需要。 Abstract In recent years, with computer technology and network development and popularization of information technology has affected various sectors of society, are booming e-government is the result of its development.
