对我国“时间储蓄”养老服务模式的探究 油志怀 To our country time-saving endowment service mode of exploration You Zhihuai 2014年4月18日 摘 要 根据我国第六次全国人口普查结果显示，我国60岁以上的老年人口已经占到总人口的13.26%，我国正在步入老龄化社会。但是我国较高的人口流动性以及空巢化的老年家庭，给传统的家庭养老带来了巨大的挑战；较低的人均占有量使得我国的老龄化具有“未富先老”的特点；另外多年持续贯彻的计划生育相关政策也造成了大量的“4+2+1”的家庭结构，这些新近出现的问题都使得我国的养老问题面临严峻的形式，发展新型的养老模式，构建多元化的养老体系具有紧迫性。在此背景下，作为社区互助养老模式的“时间储蓄”养老服务对于解决这些新问题，开发老年人力资源发挥着重要的作用。 “时间储蓄”养老的概念由耶鲁大学教授Edgar S·Cahn提出的“时间银行”概念发展而来，在上世纪90年代传入我国，并在许多城市和社区进行了试点。“时间储蓄”养老服务主要是老年人之间互助提供日常生活服务，并将服务者的服务时间记录储存起来，服务者在未来可以换取同等时数服务或进行实物兑换的养老服务模式，其实质是劳动报酬的延期支付。“时间储蓄”养老服务模式一方面可以降低养老对于家庭的依赖性，以其互助性和低成本、高效益的特性适用于小型化和流动性强的家庭；另一方面，“时间储蓄”养老服务通过组织低龄老年人进行服务，又可以实现老年人力资源的开发。 本文主要可以分为三大部分。第一部分是对我国当前的养老现状进行分析，通过对我国社保体系以及人口流动等因素的分析，总结我国养老当前面临的新问题；第二部分主要是对“时间储蓄”相关概念进行解析，并对发达国家具体实践情况的进行展示，概括先进的经验；在第三部分，文章主要是通过对我国已有的实践情况的分析，发现我国“时间储蓄”养老服务模式发展的瓶颈并给出相应的建议，为我国未来构建多元化的养老保障体系提供借鉴。 关键字：人口老龄化；时间储蓄；养老服务 Abstract According to sixth national population census in China, according to the results of Chinas elderly population over the age of 60 has accounted for 13.26% of the total population, our country entering an aging society.But our country high population mobility and of empty nest elderly family, the traditional family endowment has brought the huge challenge;Low per capita is making Chinas aging population has the characteristics of not rich first old;For years to continue to carry out family planning policy also caused a lot of 4 + 2 + 1 family structure, these problems have made our countrys pension problems facing severe form, develop new pension model, build a diversified pension system with urgency.In this context, as a mode of a mutual community support for time deposit pension services to solve these new problems, and develop old human resources play an important role.
