7 Global operators met ETSI asking for help to address their needs for developing a common approach to Network Function Virtualization. They had some specific requirements as regards to the openness, the timing, the way the group would operate, and on the governance model. To meet their these requirements ETSI’s ISG model (Industry Specification Group) was ideal: - Rapid to set-up Can be Open to all (allows non-members to participate) Participation fee for non-members is small (encourage involvement of small players) Flexible: allows some (controlled) deviation from the ETSI rules Still binds the contributors to ETSI IPR policy. ETSI allowed some deviations to its directives, the founding operators accepted to modify some of their requirements related to the governance of the group so that ETSI could guarantee that there would be no risk of anti-trust, anti-competition, or abuse of dominant position issues. * ISG NFV immediately received an explosive growth in membership and established Network Function Virtualisation as a mainstream evolution in force. * The goals of these initial deliverables was to formalise uses cases requirements and to frame and prioritise the detailed work in the NFV ISG They were published less than 10 month after NFV#1 (Jan 2013). NFV 003 Terminology: Example: OSS in telecom = Operational Support Systems, in IT = Open Source SW. * NFV PER 002 PoC Framework: One of the early vision for the ISG NFV was to promote the idea of implementation, so they also issued a global call for “Proof of Concept”.
