ValueEngineering ·127 · 开发区资源环境承载力评价方法初探 AssessmentM ethodologyofBearingCapacityinResourceandEnvironmentofDevelopmentAreas 王志伟 WangZhiwei：耿春香 GengChunxiang；赵朝成 ZhaoChaocheng (中国石油大学(华东)化学化工学院，青岛266555) (DepartmentofEnvironmentalScienceandEngineering，ChinaUniversityofPetroleum(EastChina)，Qingdao266555，China 摘要 ：开发 区是集社会经济发展 、资源与环境消耗、人 口集中于一体的面积较小的区域，在有限的面积 内使经济得到快速稳定的发展 ，其资 源环境必定承受一定的发展压力，探讨其资源与环境是否在社会发展的可承受范围内具有一定的实际意义。将 目前的资源环境承载力评价方法 大致分为单 因素评价法和综合评价法，以某开发区为例，将区域承载力评价的综合方法一状态空间法用于开发区资源环境承载力的评价，分别采 用状态空间法与单因素评价两种方法对开发区进行分析，发现两种评价方法所发现的问题及结论基本一致 ，状态空间法由于考虑影响因素多， 考虑问题更全面；将各个影响因素进行一系列的计算过程，然后通过比较实际状态空间值与理想状态空间值 ，得 出的结论更简洁明了。状态空间 法用于评价开发 区的资源环境承载力是可行的。 Abstract：Developmentarea isa smallregion which include socialecononlicdevelopment，resourceand environmentconsumption，anda large nunlberofpopulation．Economydevelopstastandstablyinalimitarea，thentheresourceand enviromnentmustcarrymuchload．Soitisimportantthat wediscusswhethertheresourceandenvironmentistherangeofsustainabledevelopment．Thepresentassessmentmethodswereintroducedsimplyinthis article，andthesemethodswereclassifiedintotwocategories，thoseare sing]eelementassessmentandcomprehensiveassessment．Fordevelopmentarea， statusspacemethod，oneofcomprehensivemethodsin assessingregionalbearingcapacity，wasapplied toevaluatingberaingcapacityonresourceand environmentofdevelopmentareasin thispaper．Weintroducedstatusspacemethodand singleelementassessingmethodtoacertaindevelopmentarea， theresultsaresamebasically．Statusspacemethodcanfindall—inclusiveproblemsbecausemoreinfluencefactorsareincluded．Andthesefactorsmust becalculated throughasetofsteps，thentheacturalstatusspacevalueiscomparedwiththeplanning statusspacevalue，thereforeitcan getasimple conclusion．Statusspacemethodisfeasibleinassessingbearingcapacityonresourceandenvironmentofdevelopmentarea． 关
