[Abstract] college English teaching is one of China’s higher education an important foundation courses, its educational purpose is to train students the ability to exchange information in English, that language proficiency. Based on Krashen’s ‘input hypothesis’ and Swain’s ‘output hypothesis’ theory, by analyzing the input, output and the relationship between college English teaching is proposed college English teaching in input and output model, and the mode of the conditions that exist in the application process and issues are described.

1 Introduction
