中国卫生事业管理 2016 年第 11 期(总第341 期) 县级疾病预防控制中心公共职能落实程度的 10 年变迁* 丧凤水，胡龙军， 胡素珍， 吕 军，励晓红，孙梅，罗力，郝模A (复旦大学卫生发展战略研究中心/健康风险预警治理协同创新中心，上海 2∞032) [摘要] 目的:分析我国县级疾病预防控制中心2∞2 -2012 公共职能落实程度变化情况。方法:采用分层随机抽样 法，在全国调研257 个县级疾病预防控制中心样本，调查2∞8 和却12 年样本机构公共职能项目开展比例以及开展项目 的操作程度，2∞2 和2∞5 年落实程度结果来源于前期研究。结果:(1)从2∞2 到 2012 年，县级样本疾控中心的公共职能 落实程度从46.7%上升到79.0% ，东中西样本机构公共职能落实程度依次递减。 (2)七项职能中落实程度相对最低的是 健康危害因素监测与控制，从2∞2 -2012 年七项公共职能落实程度普遍较大程度得到提高，但突发公共卫生事件应怠处 置、疾病预防与控制职能落实程度出现过回落情况。 结论:我国县级样本疾病预防控制中心建设得到加强，各项公共职能 落实程度普遍提高，未来要避免大的泼动，并且重点加强健康危害因素监测与控制工作。 [关键词] 疾病预防控制中心;县级;公共职能;落实程度;变迁 t 中图分类号] R197.2 [文献标识码] A [文章编号] 1∞4-4663 (2016) 11 - 865 - 03 Implementation Evaluation of Public Functions of Centers for Disease Prevention and Control at County Level from 2∞2 to 2012 in China. /CHANG Feng-shui ,et al. / /The chinωe Health Service Management Abstract To evaluate the change of the fulfilling degree of public functions (FDPF) of the Center for Disease prevention and controls (CDC) at county level from 2∞2 to 2012. Meth叫s 257 CDCs at county level had been investigated by two-stage strat- ified sampling. The FDPF of CDCs in 2;∞8 and 2012 was measured by multiplying average operational proportion and average oper- ational degree. And FDPF in 2∞2 and 2，∞5 was taken from previous study in 2;α)6.
