Abstract
Department of Haibowan through the use of literature research, in-depth interview
and other research methods, and then analyze the status of the performance
management of the Inland Revenue Department of Haibowan from the point of view
of performance plan、performance coaching 、performance appraisal 、performance
result, still further, it points out the weakness of the overall performance indicator
system, the sector performance indicator system, the employee’s performance
indicator system. This paper makes an optimization design on the basis of information
platform with the help of KPI and BSC, which makes the performance appraisal more
reasonable. At last, in response to the features of the new performance indicator
system, the paper points out the problem of the process of using this system, which
helps makes performance management smoother and improve performance level.
