水利财务与经济 2012.4 中国水利 浙江省大中型水库财务 收支运行状况分析 胡其昌，强戈 (浙江水利水电专科学校水利经济研究所， 31∞18 ，杭州) 摘 要:为切实了解浙江省大中型水库财务运行实际状况，对浙江省内大中型水库进行了典型调查。通过调查发 现，浙江省大中型水库工程收入主要来自供水和发电;费用开支中，运行费用比例最高，其次为管理费用，最低为 维修费用。亏损的水库占调查水库的 68.9% ，说明大多数水库靠自身收入难以维持日常正常运转，从水库建设年 代来看，建设年代越早，由于水库工程设施老化，经营管理效益低，其亏损比例越大;从负债来看，全省大中型水 库工程平均负债 3953.33 万元，每个水库乎均年收入 1367.67 万元，负债是年收入的 2.89 倍。 关键词:浙江省;大中型水库;财务收支;运行状况 Incomes and e叩enses of large and medium reservoirs in Zhejiang Province/lHu Qichang, Qiang Ge Abstract: Typical case investigations of large and medium reservoirs in Zhejiang Province have been conducted in order to get more information on their operation and financial situation. It is found 也at most of the income of these reservoirs com臼 from water supply and power generation, and expenses are mosùy 0严ration cost, and then the administration cost and repair and maintenance. There 町e 68.9% of 由e reservOlI百 suffering from losses 由at cannot sustain normal operation if depend on their own income. 刀le older reservoirs take a big proportion of making losses due to the aging of facilities and low operation efficiency. In terms of debts, the aver，唔e lia- bility of these reservoirs is 39.5333 million 归田， but the average annual income is 13.6767 million 归an. As a result the debt is 2.89 times of the annual income.
