林业经济 FORESTRY ECONOMICS ·国外借鉴· 国外森林保险制度综述及对我国的启示 马菁蕴 王 瑁 宋逢明 (清华大学经济管理学院 北京 100084) 摘 要：林业是一项重要的公益事业和基础产业，在建设生态文明中起着不可替代的重要作用，而森林保险 是林业可持续发展的必要保障。从世界范围来看，13本、北欧和美国的森林保险体系经过长期的发展演变， 已经形成了一套完善有效的制度。目前，我国森林保险体系建设仍处于很不成熟的阶段，森林保险立法出台 进展缓慢，符合市场需求的森林保险产品匮乏，大多数林户缺乏风险意识。因此，我们亟需借鉴国外建设森 林保险体系的相关经验，结合我国国情，加快我国森林保险体系的建设。 关键词：森林保险；国外综述；保险立法；保险产品；政策性保险 中图分类号：F326．20 文献标识码：A 文章编号：1673—338X(2007)11—0073—04 Review of Foreign Forest Insurance System and Its Enlightenment to China Ma Jingyun Wang Jun Song Fengming (School of Economics and Management Tsinghua University Bering 100084) Abstract：Forestry is an important pubhc we]fare and fundamental industry．It plays a significant role in develop— ing the ecological civilization，and forestry insurance is the essential guarantee of the sustainable development of forestry．From a world perspective，the forestry insurance systems of Japan，NoAh Europe and the U．S．have e— volved through a long history，to form a complete and efficient institution．Currently，the forestry insurance system of our country is still in an immature stage，with the forestry insurance market seriou~y shrinking and the forestry insurance legislation flow~developing．In addition，there is lack of forestry insurance products which satisfies the market demand and the sense of risk for most of the forest owners．Therefore，it is urgent for US to learn from the experience of foreign countries in establishing the forestry insurance system，combine with our specific situation and accelerate the development of our forestry insurance system． Key Words：forestry insurance；foreign review；insurance legislation；insurance product；policy insurance 森林是陆地生态系统的主体，陆地生态系统是
